JUS.automica

Comparative-record setting

Global Observatory of Intelligent Public Institutions

A complementary comparative-record setting of JUS.automica under KSC.JUSNREM. Not the Act Test, not a ranking body, not a certification scheme, not claimed global coverage.

Public institutions increasingly use intelligence-mediated systems in legally consequential work. The Act Test examines one dated institutional act. The Observatory is the complementary place to hold comparable records of such acts, so that authority, judgment, evidence, review and correction can be compared across institutions and legal traditions without turning comparison into a scoreboard.

Unit of analysis
One dated institutional act, by a named body, affecting an identified legal position.
Record disciplines
Consent · independent verification · correction · version control.

What this is not

Honesty on evidence

  • Not a country ranking or “global compliance” index.
  • Not a certification of systems or governments.
  • Not a substitute for the Act Test, and not the whole of JUS.automica.
  • Not a claim of partners, funding or institutional endorsement without documented agreement and consent.
  • Not claimed coverage of 193 states: that figure names an architecture and an invitation, not present reach.

Verified public Observatory records: zero

until a named independent verifier completes the verification protocol. Teaching and provisional specimens used in programme materials are not verified records. A finding of NOT-ESTABLISHED on a specimen identifies missing institutional evidence; it does not accuse the institution of failure. A hyperlink does not verify a proposition; inference must appear as inference.

Relation to the Act Test

The Observatory does not invent different gates.

Act Test

Eight-gate diagnostic for one act: PASS / FAIL / NOT-ESTABLISHED / NOT-APPLICABLE. No aggregate score.

Observatory

Comparable act records under consent, verification, correction and version control. It stores and versions the evidence against which gates may be examined, when the record exists.

Useful contributions supply a dated act record, a primary source, a counterexample, a correction to a proposition or a reasoned alternative, under clear consent and attribution preference. Write to contact@ksc-jusnrem.io.
